This is California. Anything is possible. None of the *existing* stores are affected, even if the governor signs this silly thing, so I don't believe this has much to do with the current price of the stock. The capital will just be deployed elsewhere. It will be California consumers' loss, not Costcos. The Culver City store has a complex that is to include both a conventional grocery store as well as a drug store, and the whole complex is owned by Costco, so perhaps they even anticipated this.
