This too was an area I discussed previously on the back line, while Q was plummeting a few days back. I saw the potential of investors believing the expanded capacity limits might be a hindrance to a timely rollout of CDMA (the existing limits being a plus for an early CDMA overlay to conserve bandwidth). G.Moore thought this might actually be an incentive to progress for the rollout of the services, hence a bullish indicator for the entire industry. The conclusion as to how the investors in Q would take this (imo foregone conclusion of increased capacity limits by the FCC on 9.15.99 meeting)was one of "never know how the investors will react, but if it is good for the industry, it will eventually be good for Q". eom
