The most important reason girls need to be "the brakes" is because they have more to lose with an unplanned pregnancy. It's just looking out for Number One.

Then there is the reality factor, because boys don't have as much to lose, they are less likely to stop.

And then, girls tend to be more mature than boys at that age, if not every age.;^)
