Would you say that the thinking person has a right to challenge arbitrary authority or an obligation to challenge arbitrary authority. My own feeling is that it's an obligation. If we fail in the obligation we cease to be thinking people and become sheep. You mention Guyana: are sheep any less sheep because their shepherd has not elected to drive them over a cliff?
