Hurricanes won't affect Globalstar satellites and the gateways aren't in hurricane alley. There will also be redundancy in most gateways so even a terrorist attack wouldn't necessarily shut down Globalstar in an area. They'd just need to put the price per minute up to reduce demand until a replacement gateway could be built.
