Taiwan to impose anti-dumping tax against Micron
TAIPEI, Sept 17 (Reuters) - Taiwan on Friday decided to impose a 61.85 percent anti-dumping tax on U.S. microchip maker Micron Technology Inc (NYSE:MU - news) for selling cheap DRAM computer chips that had harmed the local semiconductor industry.

''After careful review and discussion, we feel there is a need to impose anti-dumping duty against Micron,'' said vice finance minister Yen Ching-chang.

Yen said the decision still needed approval from cabinet.

Dynamic random-access memory (DRAM) chips are mainstay 64-bit computer memory chips.

Yen said an economics ministry's investigation panel had in May found found Mircon guilty of dumping dynamic random-access memory chips in Taiwan.

Tariff officials reviewing the case on Friday decided in principle to impose a 61.85 percent duty against Micron's DRAM products imported to Taiwan.

Thirty local chipmakers had filed a complaint in April against Micron and recommended an import duty of 66.83 percent against Micron.

Yen said the ministry was expected to announce its final ruling in mid-October after cabinet approved the ministry's Friday ruling.

The economics ministry investigation had said U.S. makers' DRAM dumping in Taiwan had created annual losses of T$5 billion (US$152.7 million) for Taiwan's Vanguard International Semiconductor and T$2.9 billion for Mosel Vitelic .

Both companies had been found guilty of dumping DRAMs in the United States by the U.S. Commerce Department.

In May, the U.S. Commerce Department also found that Taiwan makers had sold DRAM chips at below fair value in U.S. markets and vowed to impose punitive import duties averaging 16.65 percent on Taiwan DRAM exports by October or November, pending further investigation.

U.S. DRAM manufacturers led by Micron filed a complaint in the United States in 1998 alleging dumping by Taiwan makers, and the U.S. International Trade Commission elected in December to pursue the allegations.
