It is my opinion (based on chats with people who have visited the facilities) that the deal must be signed because the expansion is happenning. I have to conclude that the deal is in effect and the expansion is underway. In that respect, PCBM would be doing everything it can to increase shareholder VALUE. Let's not confuste that with share PRICE.

Assume for a minute that part of the deal is the acquisition of a substantial minority interest (say 20%) in PCBM. Say for a minute that a fixed amount of cash was allocated to this acquisition. The more that was bought below 40 cents (where much of the steady, methodical buying has occurred), the more money is left for the final acquisition.

Regardless of which reason (I will list some below), it is not in the partner's or accumulator's interest to have the news released yet, even though the implementation of the signed deal might be moving along at a rapid pace. Why?

1) The runup last Tuesday MIGHT have put the acquisition over budget.

2) It might not be fixed budget and the accumulator's are still trying to minimize costs.

3) The last fraction of the fixed price might be blatantly used to buy the last fraction of the shares at a price that will be supported by the PR to support a share price that is advantageous to the company... say a NASDAQ-qualifying price?

On the befarious end... the deal might be complete but unannounced since the accumulaqtion cannot get enough shares off the market. By crying PR and witholding it, perhaps they are trying to shake more shares loose. I hope not...

Perhaps we are waiting for OFIS share price to recover? There were 3 PCBM --> 1 OFIS rumors last summer. I would be very upset if that was the limit of my upside today, whereas when OFIS was at $14 last spring, that would have been great -- aside from the fact that I got into this on August 5th.
