Like I said in another post, I disagree with how the money is spent.

Direct payments to goverments are not always appropriate. A better way to shore up the social structure of foriegn countries than giving Senor Greedy the Presidente a big check, is if America were to have a foreign legion as France once did.

Currently, the UN is used this way. But, it would be better if capitalism were allowed to take hold here. Allow US and European arms companies to hire mercenaries and equip them. These companies could then be paid out of the "saved" goverments natural resources after the insurrection was put down.

This works better than direct aid, in that the "most reliable" bidder will get the support of the mercs. A revolutionary like Pancho Villa would be supported better then a back stabber like Milosovich (sp?)

The foriegn aid that is currently wasted on drug lords, organized crime, and corrupt politicians could then be spent supporting profitable businesses. It would help to build oil wells after the political situation is calmed down. And those oil wells would first pay off the countries war debt, then go to its own citizens.

And, if the country had enough balls, it could simply take the oil wells away, and leave the arms companies out in the cold on the debt. Hey, its only fair. But don't expect help with your next revolution fella.
