LONDON--(BUSINESS WIRE)--Sept. 17, 1999-- On September 8, 1999, The X-Stream Network (NASD OTCBB:
XSNI), the UK's third largest and first FREE ISP, launched its first Internet service outside the UK in Norway.

Under a strategic agreement with Domino, Norway's premier customer loyalty scheme, X-Stream is positioned to be one of
Norway's dominant Internet Service Providers. X-Stream's FREE Internet access software is available on its Norwegian
website at x-stream.no and is being distributed at all Statoil petrol stations. Statoil is Scandinavia's largest network of
petrol stations with more retail outlets than any other petrol company and handling over 11,850,000 customer transactions each
month.

Gregory Sukornyk, Chief Executive Officer of The X-Stream Network said: ''We are very excited to be partnering with
Domino in our inaugural European launch outside the UK. Domino's powerful distribution channel provides a natural fit with
X-Stream's innovative service and expertise in building and managing an ISP portal.''

X-Stream's FREE Internet service will be offered to all of Domino's 1.3 million members as well as Statoil customers, and
other Domino partners, Cubus and Dressman.

Norwegian homes, a 71% brand recognition and a high association with quality and value. By partnering with Domino and
offering our service for free through Statoil's extensive network of petrol stations X-Stream will be able to extend its pioneering

takes X-Stream to another level.''

Users will benefit from all regular X-Stream offers such as X-StreamailPlus, 10 email addresses, free fax and voicemails direct
to the customer's email inbox (via a personal phone number), FREE personal web site and unlimited Internet access all at the
cost of a local phone call. By using an '810' access number, heavy users will receive up to a 30% discount on calls, as part of
Telenor's Familie og Venner Internett ('Friends & Family') scheme.

The X-Stream Network Norway is also offering a local version of X-Stream Central (http://x-stream.no) featuring live up to the
minute news provided by partners Aftenposten, the on-line version of one of Norway's leading newspapers and Digi.No,
Norway's premier technology e-zine. This will complement proprietary content generated by X-Stream's in house team.
