William - I view this effort as the development of an "auction search engine".

Think about the way web search engines work - companies and users post web sites, register them with domain names, build their web pages with HTML (a language on which the standards of the web are defined) - then companies such as Yahoo, AltaVista, Lycos, etc. provide engines that help users to search for and find pages.

The "consortium" is building an auction model that is very similar to the web model described above. Sellers post auctions (on dedicated sites) and then buyers can use multiple engines to search for those auctions and bid. It's a bit more structured than the web model - but I wouldn't be surprised that at some point in the future, it will becomes less structured and much more like the web model.

This makes a lot of sense to me.
