If I needed an emergency tracheotomy, and two doctors were present, but one had just smoked a joint, and the other consumed 5 or 6 "miller lites" (sorry RB), I'd take the 'pot head' doctor in a heart beat. Here in oklahoma, we (they) spend $15,000/yr. on a prisoner, and $3,000/yr. a school kid. And our teacher salaries are 47th in the nation. But don't worry, our former FBI agent governor is building prisons as fast as he can.
