I think you need to re-read the story in the WSJ and accompanying coverage.

Fairmarket, Inc, which runs Dell's site, is who is the ringleader of this consortium of members. Fairmarket will get close to 1% cut on every sale. MSFT is only one of the members of the "auction ring", for lack of a better term to describe this new idea.

This new idea, run by Fairmarket Inc, has nothing whatever to do with your Win95/98 crashing.
