DD, This is true, the local and central governments and the local people all have different opinions as to what is 'help'. I am sure the guerillas would like some guns.
The best way is to try and give realistic wages that are better than the local ones, but not too much better.
I recall the story of an altruistic Brit who paid his African workers the same as he paid them in England. After their first pay more than half left because they had been given more than a years local wages at one time and they wanted to go and build houses, start businesses etc.
From what I can see there is someone with an agenda here as agent provocateur. Perhaps the local mayor sees gold in them there hills.
