Robert, i agree that it is necessary to somehow reflect structural changes in the economy in the way it's performance is measured. however, the 'quality improvements' issue is highly subjective. as many have said already, the way CPI measurement is structured could have a lot to do with the government's desire to save on entitlement spending. regards, hb
