If you search under "Michael Boskin" who headed the government panel on CPI adjustments, you'll find the downward adjustments and eventually, the paper from which the DOL made its adjustments. Labor unions were against it as can be seen below. uaw.com europe.cnnfn.com It was a pact between Clinton and the Congress who wanted to raise spending and lower marginal rates by slowing the rate of growth of the majority of the budget that's on auto-pilot. Since they only make downward adjustments in the measurement, it's hardly an objective measure.
