What a strange NR and why the wait?
I detest releases like that as they are such an obvious attempt to raise the stock price. There is NO "material change" in the company yet.
The release could mean anything...
#1)A PP and further dilution
#2)A JV and further dilution of value
#3)A royalty agreement (probably the best outcome)
#4)Nothing

I would prefer if they just waited until there was a deal signed. That way small investors will not be wooed so easily by the whims of floor traders.
