The percentageis irrelevant. Government must decide which services to provide and supply them adequetly. Period. PS- You might be interested in a certain artical related to the ozone hole in October's National Geographic which you can find at your local governmentally funded public library. It has a comparison of the October ozone holes from 1950 onwards showing a definite increase each year in size.
