I've used SPARCWorks, HP Softbench, XEmacs, vi + commandline and most Java/C/C++ IDE's on Windows. Nothing beats Windows based tools for speed, intuitiveness, debugging power, and richness of third party add-ons.

Settling for any other desktop for development comprimises development efficiency -- unless of course you are forced to use a non-windows desktop. The best tools come out on Windows first. Even JBuilder which is 80% Java, has yet to put a release out on UNIX for over 2 years - the reason being that the market is so small; only 2-3% of desktops are UNIX.

WRT to development ask me what you like - I've done it all (almost).
