You are right. The non evacuation routes were empty because EVERYONE was using gas trying to get out on the evacuation routes. Rather than a small percentage of the population efficiently transporting themselves, folks burned gas nearly nonstop throughout the days as they idled away from the east coast.

Regarding businesses being closed, people still gotta eat. That means driving around in unfamiliar territory looking for a store or restaurant.
