Stakeholder issues successfully resolved Aurora hearing decision by EUB reflects
value of people working together

(Fort McMurray, Alberta) Syncrude Canada is pleased with the recent decision
by the Alberta Energy and Utilities Board that a public hearing for the
company's proposed new Aurora Mine is not required. This reflects the value of
people working together, the company says.

"Our ability to work with our stakeholders and resolve issues lies at the heart
of this decision," says Don Thompson, Syncrude's General Manager of Environment,
Health & Safety. "We have worked with more than 160 stakeholders to address and
resolve their concerns. Now, we look forward to the Board's final decision regarding
the mine application."

Phil Lachambre, Syncrude's Chief Financial Officer and Vice President Business &
Corporate Affairs, says Syncrude will continue to work with its stakeholders as the $1.5
billion mine is developed. "We want to ensure their interests, whether social, economic
or environmental, are reflected in our plans and that the project moves ahead in a timely
and environmentally responsible fashion."

The development of the proposed Aurora project would create about 3,500
person-years of employment over the next five years. It would introduce a number of
new technologies with significant environmental benefits, including an extraction process
that uses 60 percent less energy than current methods, as well as an energy-efficient
truck-and-shovel operation and hydrotransport system. An innovative method of
managing tailings, known as composite tails, would also be implemented to improve and
accelerate final land reclamation activities.

Pending EUB approval, construction of Aurora, which would be located 35 kilometres
northeast of Syncrude's Mildred Lake plant, is scheduled to begin in 1998, with
production commencing in 2001. Output from Aurora could increase Syncrude's
production, from its current 74 million barrels per year, to 114 million barrels per year
by 2005.

Syncrude Canada is a joint venture of Alberta Energy Company Ltd., AEC Oil Sands
Limited Partnership, Athabasca Oil Sands Investment Inc., Canadian Occidental
Petroleum Ltd., Canadian Oil Sands Investments Inc., Gulf Canada Resources Ltd.,
Imperial Oil Resources, Mocal Energy Limited, Murphy Oil Company Ltd., and
Petro-Canada.
