The only excuse that I could imagine that Bradley has, is that a lack of funds is forcing him to choose and pick where and when he makes his big push.

I don't know what his campaign's finances are, so I don't know if that excuse is viable or not. I also would tend to think that if he were to make big strides now, bringing in more money would become much easier. Success breeds more success in politics.
