From what I've read Hsinchu and most of the semiconductor
facilities came out of the earthquake with little damage.
However the concern is with the support structures -
namely power, transportation, and chemicals. An
interesting excerpt I found:

"World semiconductor prices are expected to rise amid
fears of supply disruptions due to the deadly earthquake,
the sources said. Taiwan semiconductor makers account
for more than 50% of the global output of made to order
microchips and much of their production has been fully
booked up to the first half of next year."
