Almost certainly at final test by blowing fuses or special flash cells. If it were done by a bonding option in assembly, there would be no way to change the multiplier at final test when they find out the part's true performance. They could "predict" the device performance at sort based on process monitors, etest and other data but those methods are not fully reliable.
