I think that's essentially what happens in Rambus excep that it's not the clock speed which is varied. The controller in the chip set is responsible for instructing the rdrams to go in and out of the various power reduced modes. I haven't figured out yet if the controller algorithm is hard or soft (ie, loaded by the bios). Maybe someone could explain this.
