You can always delete the cache folder, and it will be automatically rebuilt next time Netscape starts, or do this:

In Netscape: Click EDIT / PREFERENCES/ ADVANCED / CACHE

BTW
If you ever have problems with Netscape freezing when loading java apps, delete the cache folder and delete netscape.hst in the user folder. I have had this happen quite often and this solves the problem.
