As someone posted to me, speedtest.mybc.com isn't valid for anyone outside of BC, nor is it valid for cable modems. You need to use a site that is a T1 or better, and not that server{which is now to popular}. And looking at your results, you're pretty low. And that may be the reason.

I have on some fast T1 connections achieved 3.2Mbps. But they aren't popular sites {ok, Hackers: Don't ask} But many sites in the real world limit download speed now {netscape, microsoft}.
