I know by looking at human behavior, clearly conscience is no bar to evil. I would think that environment and upbringing are things that cause conscience to be overriden or misdirected vs creating it, though.

The fact that most people (except possibly those called psychopaths or sociopaths) have a conscience and that most (not all) societies around the world generally agree on the big things that are good and evil would be some evidence to me that some moral sense is ingrained, though easily enough overriden.

About cannibals, I can't say anything about what they thought except that cannibalism is very, very rare. When it does or has occurred, it has usually been under certain unusual circumstances. I know of no past societies where cannibalism was a routine, normal day-to-day practice.
