In order for Yankees to grasp how critical such a pollution hazard is, just imagine that the US racial antagonism would match the US State lines, that is, instead of being confronted to a pervasive, cross-state, urban crisis, Americans would have to cope with an interstate crisis --Texas vs. New Mexico, California vs Arkansas, Florida vs New Orleans, etc. All embroiled in the wild attempt to be an ethnically pure State.
