Yes it was, but the whining about conspiracy due to the then quite popular "Program Trading" was to blame for what was an excessive market, demise happen on the 20th once everyone overcame their shock. Its results where a bunch of rules to curb that habit and to put other "market stabilizers" in an attempt to control voilatility. IF we were to have another 40% correction, the JFK crowd, probably with a movie by Stone, will be out in force to "correct" the defects of the market. All quite amusing to me.
