The Pheonix facility is being built to service the new volumes they expect from portal announcements, and plays a secondary role as a disaster recovery fallback facility if the Dublin processing center gets hit with "backhoe problems" or other acts of God or nature.

The site is certainly brand new, and appears to be largely for the benefit of a smaller group of employees, but it is definately legitimate. A check of InterNIC's database shows the cfree.com domain is in fact owned by CKFR, and not by some individual who might use it to try and fish account numbers etc. from unwitting users who mistake cfree.com with checkfree.com:
