Phone.com is a mini-browser just like your Internet Explorer is. It is NOT an operating system, it is an application. It just uses a cut down version of the HTML and deals with a limited display size. It does this by cutting down on the features offered to you, i.e. fixed menus, fixed displays, limited acces to pages (those that you get access to have to have been redone in HDML).

Symbian EPOC system is a real time operating system which offers the basic functions to run your entire PC system. It offers file system, program execution, and event handling such as peripheral operations. It is not as large as windows, but more like the DOS that still resides in the botom of windows. It is meant to be very small like WIN-CE, and is probably very power efficient as well as having a smaller code size.

You can run Phone.com on top of Symbian EPOC as an aplication.
