I use insider buying extensively as a starting point in searching for investment ideas. Its NOT perfect however and one must have a long-term outlook as insiders tend to be early.
Its important to make sure the companies dont offer risk-free loan programs for its officers so that you can be sure the guys are putting their own $$ on the line with the same risk of loss as the rest of us.
I like to compare an insiders pay to how much he spent on stock.
That is a CFO that makes $100k buying $50k worth of stock is more important than a Chairman who earns $500k buying the same amount. Its always good to have a number of insiders buying too.
I usually avoid paying more than the insiders have paid per share.
I`d be interested in others insights.
