In answer to your question, usat has included that detail about the ongoing SEC investigation in all its filings since the stock was halted. I have included an excerpt from a quarterly filing made on 8/16/99, below. As you can see that investigation is ongoing.

Please read the above along with my earlier post, the one that you responded to, referenced below and then see if you can figure out just where or from whom, usat obtained financing ? There is clearly an item in fcm's financing deal that addresses the very issue of fcm remaining listed on an exchange. usat "SUPPOSEDLY" received financing and paid fcm 5.7 million while the pall of an ongoing SEC investigation hung over its head, not to mention numerous other unresolved legal matters.
