Shows the power of the government to control gaming: zero. nada. People who want to enjoy the thrill of risk for gain or loss will do so, if not at a table with dice, at a table with a rolling ball, or with the draw of cards, or on the market the with random ups and downs of an unpredictable stock/bond prices.
