Couple of things to try:

Open a DOS window and type dj720en to see if you get any error messages. Next, try dj720en /? to see if you get any help screens.

This MAY be a self-extracting compressed file, so before trying anything, copy it to an empty temporary directory first just in case it expands into a group of files. It MAY also give you installation instructions or hints.

If you post the URL where you got it, maybe someone can work with it a little and offer additional suggestions.
