Although I generally agree with your sentiments towards the VSE, I don't have such a negative opinion of the usefulness of the news release.
All we new at the halt, officially, was that there was a halt. I think it was prudent for the company to release a news release stating the reason for the halt, that negotiations were proceeding to replace the "offending" investor, to state that the property ownership, although not as definitive as I would have liked, was not in jeapordy and that production should start as scheduled.
Since there will be another release when the financing is approved by the VSE, I view the recent news release as an interim update to investors, and in that light I see no reason for criticism, IMHO.
