While I have seen this happen before, (and have been monetarily and emotionally frustrated by it) I'm not clear on how the Exchange can restrict investors from financing a company. The "offender" could buy freely traded shares but not participate in a PP? Under what circumstances does the VSE feel "uncomfortable"? For what reasons could they bar an investor from a PP? Are the rules a little loose, or are they fairly clearcut? Does anyone know who I could contact at the VSE to get a copy of their guidelines on this?

Does anyone have any comments or answers?
