When Floyd came through here (Chester County, PA) there was considerable disruption of electrical service, but for the most part both the wired and wireless systems continued to function just fine.

At our company, however, our T-1 line went out for the fifth time since we moved into this building in June. (Lots of finger pointing on this one!) Every time it has rained more than a little bit, the T-1 has gone out, although the POTS lines have continued without interruption.

While this is a pretty bad situation for any business, it is particularly bad for an alarm company's central station. When our security systems lost power (about 1,500 of ours did and went onto battery backup) they all automatically called our central station with a AC LOSS alarm. We rewired the building in about half an hour so Central got all our functional POTS lines. All outgoing calls for the rest of the company were on cellular that day.
