You are assuming the arbs have attached a flat dollar value to the probability that the merger won't go through. It is more likely that they are discounting that eventuality be about 5% now. But this figure is likely to close to 1-2% if the merger appears to be going through (which I believe likely IMO).

In any event, if you believe the merger will be consummated, CSCC is the better buy.
