Thanks for the URL. Are you saying that these stabilization activities are targeted at the restricted period? My reading is that Reg. M allows normal market maker stabilization up to and perhaps including that period.

Also, unless I'm wrong, penalty bids only come into play after the issue, as they reflect recapture of the selling concession for securities that are put back to the syndicate by subscribers.
