Could you expound upon this statement a little for those of us not so clinically data inclined?

I don't really understand how when you look at a set of numbers and you're the FDA that you are not looking looking at the underlying data. I don't think they treat applications as a black box that depend upon how you shuffle the cards.

I'm sure that there is a good reason the stock is down big today.
