I think there are people in decision-making capacities who are honest and capable and are doing the best they can. I notice, though, that the farther you go down the totem pole, the more of them you find. I cannot say why, but our political system - and I refer less to the candidates and officials than to the faceless "party managers" behind them - seems to be one where scum rises to the top.

Ask yourself how many of our leaders have been the best the country produces; the most accomplished, the most intelligent, most perceptive, most decent.

Why do you think that so few fall into that category?
