I don't think he subtly downplays the menace of the nazis, as you say. I think he perceives (as do many Catholics) that the threat of Stalin was downplayed. After all, in sheer numbers of those murdered he beats Hitler hands down. Isn't the conservative estimate 60 million dead under Stalin? He was more a threat ideologically as well. The notion of a blond haired and blue eyed superman didn't play well in Asia or Africa, but Communism did play well, and was spreading fast.

I think the mistake he made was he wrote a book chronicling our diplomatic history, but like any military history buff, he plays armchair general, and attempts to show us different scenarios. I think it would have been great if Hitler and Stalin had slugged it out early on, but they didn't, and it seems pointless to raise the issue in the book.
