David: The statement that they could start service with 32 sats is still correct. If you recall the context of the comments, they were made addressing launch failure concerns. A redundant launch capacity was in place to reach the minimum number of sats on orbit. At no time was the statement made that they would actually start service as soon as they reached 32.

Would you care to expand on the last part of your statement, (I'm a bit lost here) Meanwhile, 2 days left in Q3 and the 11 Oct. 'soft rollout' is looking to be about as soft as as vapor.
