If Clinton was creating an individual state, he did so unconsciously. Clinton learned his lesson from trying to lead too much. Try to reform healthcare---get slammed. However, sit back and take punches at someone else's lead, e.g. Contract with America, and you look like a genius. The nail that sticks up gets hammered down. Also, this past year he could not take the lead due to his many personal problems. You're right that having a "non-leader" was perfect for the country. I wish we had more political leaders that realized that government can't help you out much. Deadlock in Congress is often the best thing going. You're also right that Clinton is not a Democrat--he's a moderate populist. Once he polled Americans about what they like to do on vacation and when it turned out they liked hiking, he went hiking. I can think of very few times he took a controversial stand on anything.
