I don't think you can ever expect radical changes, for the benefit of the small investors, to take place on Wall Street even if Mr.Levitt has the best intentions in the world to do so. The regulators and the brokers drink in the same bars and have similar interests and that's the bottom line.

Only technology will vindicate the individual investors because regulations soon will be tailored to suit the superior technologies which will dictate modifications to the unfair rules investors have been abiding by for too many years already and, that have made Wall Street rich with blood money.
