I have never seen a moment of silence to be religious, a moment to reflect on a tragedy, during which a prayer may or may not be said. I cannot see how this would be innapropriate, or considered biased towards western religions. Also just because you wouldn't feel comfortable with meditating in public does not mean that others would be offended by your meditation. Also many Christians DO feel comfortable with public prayer, something which should not be restricted.

I have never attented an American school so cannot really say anything as regards prayer in schools as I do not understand the situation very well.
