My guess would be, ADOT purchased the large minority interest in WIZARD Technologies, Inc (WTI) with stock. A purchase with stock would be the best option IMO because WTI would have a minority interest in ADOT also. Both companies would work together for the betterment of each other and would not put the additional shares in the open market.
