It could very well be that I'm the one who has this wrong. It would not be a first.

The Q announcement seems to be asking for an increase in authorized shares. That sounds like stock from the treasury to me, and that's where I could be totally mistaken. I don't see mention of a "split" or words like that, such as "share dividend" which I would take to mean 'split'. The announcement says they want more people to be able to buy shares. If a solid company splits it's shares, there is no guarantee that the split shares will be sold by the holders benefiting from the split. Ergo, I leapt to the conclusion that new treasury share would be coming out into the market, ergo, dilution.

Contrast the Q announcement with the JDSU announcement which asks (I think I read it correctly, but maybe not) both new treasury shares and a split.
