The blue light is called Cherenkov radiation, and is emitted
when a charged particle (like a proton or electron)
moves faster than the phase velocity of light in a material.
We are made of mostly water, so if a charged particle
travelling at the speed of light in air hits our eye (water)
a blue light will be emitted in the eye. Phase velocity of
light in water is about 30% less than in air. Net result:
very bad news if this is what happened.
